Real Estate Taxes

The Township has been deputized by the elected Tax Collector, Jim Geslak, to bill and collect the County and Township real estate taxes. These bills, together with the sewer bill, are mailed March 1 of each year to the property owner of record as recorded at the Montgomery County Tax Assessors office. The bills are due within 120 days. Refer to the annual bill for the due dates. If paid within 60 days, a two percent discount is given. After the 120 days a ten percent penalty is assessed. The deadline for payment of 2012 Township and County tax is 12:00 noon December 30, 2012.   Failure to pay the bill by 12:00 noon December 30, 2012 will result in a lien and additional fees against the property. Delinquent taxes must be paid to the Montgomery County Tax Claim Bureau.

Real Estate taxes are the responsibility of the property owner. Tax bills will not be mailed to mortgage companies; the property owner should forward the bill to its mortgage company if their taxes are escrowed.  If you do not receive a bill, it is your responsibility to notify the Township. Any request for a change in a mailing address must be submitted to the Township in writing. The Township will not make any changes in the name of the property owner unless directed by the County. Contact the Montgomery County Recorder of Deeds for owner changes.

Interim Real Estate Tax Bills
 The Township receives a list of changes in assessed values on a monthly basis from the Montgomery County Board of Assessors Office. Examples include new construction, additions to homes, swimming pools etc. These changes may result in additional billings. These interim bills do not replace the tax bill received March 1. They are in addition to the March bill. Refer to the bill for the due dates.

Homestead Exemption Program

In 2000, the County implemented the Homestead Exemption Program to give a tax break to certain property owners. In order to participate, the property must be the primary residence of the property owner. Commercial properties and rental properties do not qualify. The homeowner must register with the County by December 15 for the following tax year. Forms are available at the Township Building and online at www.montcopa.org/boa. The homeowner will receive notification from the County only if the property does not qualify for participation. Once a property is participating, it will remain in the program unless its status changes (i.e. sold or rented). A new buyer is required to register with the County in order to participate.

The Township annually, as a part of its budget process, determines the amount of exemption.  Participating homeowners will receive an exemption on the Township portion of their tax bill only. When looking at the tax bill, you will note a County assessed value and a Township assessed value. If the homeowner is participating, the difference in the two assessed values will be the Homestead Exemption for that year.

In order to process the payment, a copy of the bill must be included with the payment. Two copies are included in the March 1 mailer. A copy can be obtained at the Township Building at a cost of $2. Partial payments will not be accepted. Payments made after 12/16/11 must be cash, money order or certified check. 

Only MasterCard and Discover Card  payments are accepted at the Towamencin Township Building.  There will be a fee of  2.45% with a minimum of $1.50 per transaction.

On-Line Sewer Payments!  School Taxes are not paid through the Township and must be paid through Jim Geslak.

2011 County and Township Tax Payments can no longer be made on-line. 

Payments made by credit card will be charged a convenience fee of 2.45%, minimum $1.50. This fee goes to a third party processor and is not retained by Towamencin Township.

Tax Certifications are Handled through the Tax Collector - Jim Geslak

Current year tax certifications for Towamencin Township, Montgomery County, and North Penn School District may be requested through James Geslak, Tax Collector, at the address and numbers shown above.   A minimum notice of five working days is requested.  The fee for the certifications, as set by Township Ordinance, is $25.00 for a certification.  Checks should be made payable to James Geslak, Tax Collector.   Requests may be mailed, faxed, or e-mailed and replies will be returned using the same format. 

The Township is not authorized to issue Tax Certifications.  All requests must be made to Jim Geslak at the above contact information.

Earned Income Taxes (EIT)

In accordance with Ordinance #99-07, the Township assesses a one half percent tax on earned income of its residents and persons working within the Township boundaries. This tax is collected on behalf of the Township by Berkheimer Associates. For a definition of earned income, please refer to Berkheimer Associates.

Residents Please note that effective 7/1/02, the North Penn School District enacted an EIT at a rate of 1/2 %. Therefore, the total tax paid is 1 %, with 1/2 % distributed to the Township and 1/2 % distributed to the School District. If your employer does not withhold this tax it is your responsibility to file a quarterly return with Berkheimer Associates.

All residents must file an annual return with Berkheimer by April 15 of the following year.  Residents whose employers are not withholding wage taxes from their paychecks must file a quarterly return and estimated quarterly tax payment to Berkheimer Associates.

Non-Residents All employers in the Township are required to withhold 1% of earned income. If you live in a municipality that enacts the EIT, Berkheimer Associates will return the funds to your municipality.

  Local Services Tax

Effective January 1, 2008, the Township enacted the Local Services Tax (LST).  This tax is collected by Berkheimer Associates on behalf of the Township.  The purpose of this tax is to fund police, fire and/or emergency services and road construction and/or maintenance.  All persons employed for any length of time during the year in the Township are required to pay an annual tax of  $52 for the privilege of working in the Township.  Employers in the Township are required to withhold this tax in equal amounts from every paycheck from employees and remit to Berkheimer quarterly.   A refund may be requested in writing from Berkheimer Associates if an employees earns less than $12,000, from all income sources, not just Towamencin employers, for the respective year.   Refund Application  If an employee knows he/she will earn less than $12,000, he/she may complete an Exemption Certificate and submit it to his/her employer.  If you are self-employed you are required to register with the Township and the necessary forms will be mailed to you.
